Subject: [PATCH] Sticky tweaks: only show in prod mode (#4789)

* Sticky tweaks: only show in prod mode

Only display the sticky badge in prod mode.

Display the mini-badge for mobile and tablet; full badge only displayed at
desktop width.

* Remove localhost checking
