tests: write debug level logs to a file (#9608)
## What changed? Functional tests write debug-level logs to a file rather than inline in the job. Info and above are still visible and the debug logs are available for download at the end of each test job. ## Why? Debug level logs make parsing the functional test run logs very difficult, sometimes too large to even download the logs. This makes debugging flaky test runs even more difficult. ## How did you test it? - [ ] built - [ ] run locally and tested manually - [ ] covered by existing tests - [ ] added new unit test(s) - [ ] added new functional test(s) - [X] manually verified in CI ## Potential risks Minimal, debug logs are still available to download and parse. If there are logs that are missing for debugging we should move those from `debug` to `info` level in the future
